Student held over fake stamps

Police in Kicukiro have arrested a student at IPRC-Kigali campus has been arrested over allegations of forging stamps of various organisations and issuing fake certificates to members of the public.

The stamps include those of different commercial banks, government institutions, schools and law firms among others.

Tuyishime was arrested on January 13 following a complaint filed by the school administration.

Supt. Emmanuel Hitayezu, police spokesperson for the City of Kigali, said: “Some students had informed the the IPRC administration about Tuyishime’s dealings after they saw him with many stamps, and the administration in turn informed the police.”

“Officers went and searched Tuyishime’s home where they recovered 39 fake stamps bearing ensigns of government institutions, banks, schools, notaries and law firms.”

“During investigations, we also found forged loan certificates and several other forged documents in Tuyishime’s laptop computer,” he added.

He warned against falsifying legal documents and instruments adding that “even anyone holding such fake documents will be prosecuted.”

“We are still investigating to find out if Tuyishime has accomplices or he gave fake stamps or helped to acquire services using forged stamps.”

He explained that the suspect will be charged under article 606 of the penal code.

The article, partly, states that “anyone who counterfeits the seal, postal stamp or emblem of any authority shall be liable to a term of imprisonment of more than five to seven years and a fine of Rwf300, 000 to Rwf3 million.”

It also adds that “if counterfeit or falsified objects belong to an individual, or private legal entities, the penalty shall be a term of imprisonment of two to five years.”
