Police officers in the City of Kigali have seized about 100kg of meat that was being transported in an inappropriate way contrary to the required standards.
The meat seized on August 31 was being transported on commercial motorcycle plate number RD 635J and concealed in two sacks.
The motorcycle was rode by one only identified as Ngundabanyanga, 37.
The central region Police Spokesperson, Supt. Emmanuel Hitayezu said the suspect was intercepted at around 5:30am in Nyarutarama.
At the time of his arrest, Ngundabanyanga was found in possession of documents indicating that the meat belonged to a certain Yosefa, who is still at large.
The act, he said, violated several laws relating to transportation of foodstuffs, in particular article 159 of the law determining the prevention and fight against contagious diseases for domestic animals in Rwanda.
The article in question provides a jail sentence of up two years and a fine of up to Rwf5 million.
“The suspect is held at Remera police station where the motorcycle is also impounded. The meat was handed over to Rwanda Agricultural Board for appropriate disposal since it may have been contaminated and dangerous to human health,” Supt. Hitayezu said.
The director of veterinary inspections at Rwanda Agriculture Board (RAB), Jean Claude Rukundo, said that no abattoir is supposed to release meat before verification of means of transport.
“We conduct inspections of butcheries and meat markets to ensure that customers are not affected with any means of how meat is treated. Anyone in the meat value chain must comply with hygiene requirements to make profits without compromising consumers’ lives. We have in place ministerial orders that describe the requirements for meat transport, trading and conservation to ensure the safety of consumers,” said Rukundo.
He went on to add that the suspect violated the Ministerial Order n°013/11.30 of 18/11/2010 on transport and trade of meat, was also violated particularly article 2 which stipulates that “The transport of fresh chilled or frozen meat for food purpose shall be carried in such a manner to not be seen from outside. The meat shall be properly covered and protected against the sun, rain mud, dust and flies.”
Article 3 of the same order states that the motor vehicle transportation of fresh, chilled or frozen, non-packed meat shall use closed vans, separate from the driver, internally covered with galvanized brass or any other stainless material.
