Citizen guide to bolster ownership of government programs

The citizen Guide for national budget 2015/16 would help citizens understand budget process in order to increase their awareness and ownership of government programs planned for them, Amb. Claver Gatete, Minister of Finance and economic planning has revealed.

The Minister says that through the citizen guide, people are able to understand the budget which also empowers them to hold their leaders accountable of the budget allocations towards projects in their area.

The guide that is printed in Kinyarwanda, French and English contains simplified budget allocations, expenditures to help people understand how the government budget is s used and contribute to its execution.

“It is our responsibility to explain to citizens how we intend to raise and spend public resources,” he   explained.

The city of Kigali Mayor, Fidel Ndayisaba says that the citizen guide for national budget 2015/16 will help citizens to take responsibility in participating and contributing to the best use of national of the national resources.

“A good understanding of the budget by citizens provides them with information on economic opportunities as well as services that the government intends to deliver to the public,” the Ndayisaba said.

The  2015/16 fiscal year budget is projected at Rwf 1,768.2 billion indicating an increase of Rwf 5.9 billion compared to the  214/2015 revised budget with recurrent expenditures estimated at Rwf 1,020.9 billion up compared to Rwf 975.4 billion in 2014/2015 revised budget.

While development budget is estimated at Rwf 747.3 billion compared to the total amount of Rwf 787.0 billion in 2014/2015 revised budget.

With the 2015/16 budget theme, infrastructure development for economic and social transformation’, which aligns with government’s ambition to achieve higher growth, participation of the citizens is vital.
